  • The Jetpatcher in Central Bedfordshire has, in the first three weeks, made significant progress repairing over 750 potholes across Dunstable, Houghton Regis, Caddington and surrounding villages. The machine can fix potholes within two minutes, rather than the hour that conventional filling methods can take, by ‘blowing’ material into the hole. So, as well as being able to fix more potholes in the same time, it minimises disruption to the public. You can see just how quickly the Jetpatcher works by watching this video. • PARKSIDE DRIVE - From our postbag "I've got an issue with the noise of speeding traffic on Parkside Link and the noise of lorries at night on WSL which can suddenly be heard when they reach the opening in fencing for Parkside Link. I did warn them about this and they agreed the gap would let the noise through. So we get short bursts of loud sound showing how effective the fencing is but useless where there’s a gap! And don’t tell me to wear ear-plugs! I’d like to hear what other residents of Parkside Drive, Conway Close and Fenwick etc. are experiencing around these two issues. Restoring the historic features of the park, introducing a variety of events and activities, improving public access, and the construction of a multi-use visitor centre allow for endless year-round ways for the relationship between Houghton Hall Park and the community to continue to develop. • WINDSOR DRIVE RECREATION GROUND The land at Windsor Drive was recently included in a 'call for sites' as potential land for development. A new report for CBC has reduced the likelihood of this site now being contemplated. "NLP344 Land at Windsor Drive Houghton Regis Houghton Regis Not Green Belt 4.73 Site to be excluded from Local Plan process Fail at Stage 2. Based on an overall consideration using planning balance. The following issues have been identified: Although the site is within the settlement of Houghton Regis, it is situated on designated open space which when considering existing open space should not be built on unless: - Assessments have been taken which clearly show the open space, buildings or land to be surplus to requirements. - The loss resulting from the proposed development would be replaced by equivalent or better provision in terms of quantity and quality in a suitable location. Given the sites’ location, it will be unlikely that a suitable location elsewhere could be identified within the settlement itself - The development is for alternative sports and recreational provision, the needs for which clearly outweigh the loss. This is indicated within the National Planning Policy Framework (NPPF). CBC’s Leisure Strategy does not state that this site is surplus to requirements, furthermore, no land has been identified that can provide equivalent or better provision of open space and the development would not provide alternative sports and recreation provision that would outweigh the loss. Given the recent allocations of Houghton Regis North 1 and 2 and the increase in population this brings, this puts more pressure to retain open spaces within the settlement as well as newly provided open spaces. The site also provides essential green infrastructure in a very dense area. Even if surplus to requirement. For the reasons outlined above, it is not considered that this site is worthy of further assessment for development. " Source; Posted on 09/07/2017. Served to 9204 unique users. Facebook Link

  • I've a had a few enquiries asking after Oakwell Park. The outline planning application included demolition of all buildings presently on site, and I raised a petition objecting to that aspect of the application. I'm not sure what the hold up is; CBC was expecting the earliest decision date of 20 March 2017. The site has, however, been commented upon in the Local Plan for Central Bedfordshire Council area in "Site Assessment Results" published a few days ago, where it states, "Site to be excluded from Local Plan process. Site fails at Stage 1D. The site already has planning permission for Green Space as part of a wider mixed use allocation. If the developer wishes to alter this then the Call for Sites is not the correct process to do this." Source: " Alan Winter HRND editor. Posted on 09/07/2017. Served to 2316 unique users. • TRAVEL ASSISTANCE - NOTICE FROM CBC Central Bedfordshire Council is reviewing its Home to School and College Travel Assistance Policies. The proposals aim to make more efficient use of council taxpayers’ money. The revised policy proposals will make greater use of public transport through bus passes and train travel, as well as sustainable ways of getting to schools, such as walking and cycling. The changes would help reduce congestion, pollution and parking issues on busy local roads near schools; encourage healthy forms of exercise, and help to boost existing public transport routes. The proposed changes would come into effect for the September 2018 intake of pupil admissions, hence we are consulting with the public now so that the outcomes are available to relevant parents ahead of the next round of school admissions. Parents will, therefore, be in a position to understand the new transport policy provision before submitting their Secondary / Upper school admissions applications by 31 October 2017, or Lower/Primary / Middle Transfer applications by 15 January 2018. We want to understand the public’s views on the proposed policies, and your feedback can help inform the new policies before we adopt them. The consultation is now open and will run until 20 August. You can have your say online pick up a paper copy from your nearest library. link Posted on 07/07/2017. Served to 1718 unique users. Facebook Link

  • Protesters waved placards, hooted horns, banged drums and revved engines outside the offices of the Town Council this evening. Placards saying "Stop The Destruction of the Kingsland Wildlife Site" were on display. The organisers were aiming to stop a briefing meeting going ahead to inform local councillors about a proposal to develop the Kingsland site at Parkside Houghton Regis. Last week the protester's organiser, Roger Giugno, met with the Town Clerk in an effort to get the briefing held in public. The clerk, Mrs Evans put the option to town councillors who made a decision not to hold in public. #kingslandhr Posted on 26/06/2017. Served to 16063 unique users. Facebook Link

  • In The Event of a Disaster in Houghton Regis, How Would Central Bedfordshire Manage It? CBC has responded to HRND's questions. The chief exec of Kensington and Chelsea council has resigned over criticism of that council's response to the Grenfell Tower fire. No-one wants a disaster locally, whether it's a plane crash, a meteor, or massive fire, but the question is an important one that we'd all like to think that our local authority is organised for. HRND asked Central Bedfordshire Council, "In the event of a disaster happening in Houghton Regis, who will take charge of the situation, and how quickly will you be able to put people in position to command, control, and re-house any affected members of the public?" • PLANNING - WHITBREAD GROUP PLC - A steel framed decked car park on ground, 1st, and 2nd floor levels is proposed to be built at Houghton Hall Business Park, south of Houghton Hall Park. Reports in the application suggest that the tree canopy in the park and around the site, together with green walling will all help to shield the construction from general views. The car park would be controlled by solar time switches. The application would boost the number of on-site parking spaces by 567. ◘ PLANS  ◘ Comments can be sent to Planning@centralbedfordshire.gov.uk quoting 17/02781 Posted on 23/06/2017. • CBC last week issued their 18th and 19th Fixed Penalty Notices for fly-tipping. A couple paid £200 fine for dumping this (caught on cctv). It follows 47 being issued in 2016 since councils were given the powers to hand out FPNs to quickly deal with various types of antisocial behavior including smaller instances of fly-tipping. Larger incidents will still be dealt with through the courts where you can face an unlimited fine or imprisonment. ◘ If you spot any fly-tipping, please let CBC know by calling 0300 300 8302 or by emailing customer.services@centralbedfordshire.gov.uk Posted on 23/06/2017. • HRTC's re-scheduled Council Meeting will be held on Monday evening, 3rd July at 7.30pm, at Peel Street. All welcome. ◘ Usual accounts and reports will be received. ◘ The fabric of the current town council offices is to be discussed. There have been concerns about the flooring. A surveyor has submitted a report giving an estimated cost of £20,000 for refurbishments that could extend the economic life of the building for another 10-20 years. An alternative suggestion will be put, to rent empty office space, seek the sale of the present freehold, and to start seeking new permanent office space that would be fit for a town of double the current size. ◘ To download the 90 page Agenda document, together with the draft minutes of the previous meeting, and other meeting reports to be received and discussed, go to  Posted on 23/06/2017. • A matter of public disorder in Angel's Lane and Bedford Square area was discussed at length at this evening's Town Partnership meeting in Peel Street. During the discussion, the role of police was discussed, and the status of "no drinking" signs was raised, together with the merits and demerits of publicising these things on social media. After 25 minutes discussion, the assembled councillors decided to call a further meeting with stakeholders if possible, to decide a way forward, and to raise their concerns with stakeholders. Earlier in the day, Cllr Joanna Hillyard (the Mayor) said "Town Cllr's called and saw the police regarding this issue. The councillors have also cleared up the cans and rubbish, but can't do much about the urine. We can only suggest today that everyone calls 101 and inundates them with reports if these individuals return." Posted on 13/06/2017. Served to 2167 unique users. Facebook Link

  • PASSPORT AWARENESS Many residents in Bedfordshire will now be looking forward to their summer holidays. Don't let crime ruin your fun in the sun by bearing the following advice in mind whilst abroad: Be aware of your surroundings and be wary of strangers who take an unusual amount of interest in you. Lock your passport in a safe if you have access to one, or if you are required to keep it with you, ensure its location is not visible. Thieves also target hire cars, as they anticipate that holiday makers will leave valuable items such as passports in their hire cars. You can take simple measures, such as leaving your passport in your hotel safe, or keep it with you in a secure pocket, to avoid losing your passport to thieves. Make two photocopies of your passport – leave one with friends or family and take the second with you, or store an electronic copy securely. Where permitted, use your photocopy as alternative ID, for example when going out at night. More information can be found about the #PassportAware campaign at the Foreign & Commonwealth Office's website:  ...  Posted on 12/06/2017. Served to 1345 unique users. Facebook Link

  • Sunday - It looks as though a small group of travellers have accessed a field between Houghton Park Road and the Woodside Link. It would appear that they have turned off the A5505 and gone through a gap left by not so cleverly thought through concrete blocks. • RESTORATION APPEAL FUND From All Saints Parish Church: The restoration and renewal scheme we have adopted across the parish inevitably requires a considerable financial commitment, particularly when it comes to All Saints’ Grade I listed Parish Church. The estimate for the works here in the excess of £400,000, which would cover (principally) urgent and critical repairs to the outer fabric of the building; the creation of a Heritage and Community space at the back of the building to facilitate wider use of the church; redevelopment of facilities and meeting areas to enhance disabled access; redevelopment of vestries and servery. We do not receive financial support from the government nor from the national Church. We rely entirely on the generosity of our town and congregation, and on the invaluable efforts of all our volunteers. Any financial donation towards this restoration and renewal will be greatly appreciated, and you can do so by sending a cheque payable to All Saints PCC to: Restoration and Renewal, FAO Fr Diego Galanzino SMMS, The Clergy House, Lowry Drive, Houghton Regis, LU5 5SJ.  ...
